Harness mounting

How have you mounted your lap harness belts. Where I want to weld the fastening plate to the chassis the webbing is almost vertical, but to get it more at 45deg it would mount almost the center of my back where the shoulder mounts are.

I would try to put the tab behind the upright so that the belt has some angle in it. Does the belt mount with a clip on deal or does the tab simply have a hole? It is a little hard to determine from the photo.

The mount has an eye bolt and the belt has a clip

I'd lose the clip.  Weld in a small bar at the angle you want, and wrap the belt around it then back to itself with the adjuster.
