Who built the car and looks like the front tires are larger than most if they are even 17in ???

Known him since he was about 10.
Those are front tires off of big show fuel cars. I'm not a fan of them, but more and more cars are showing up with them.
I believe Donnie Allen built the car, here in Sacramento. Not sure where it is now. Grisel may still have it.
He is in a Lucas Oil series A/F car now.
Good kid. Kicked butt in NHRA Nostalgia A/F for a while, then moved up. He's worked with Jerry Darien for a few years.

Worst feeling there is checking the diaper at topend and finding baby took a very expensive crap,Been there done that with a new 5 th run TFX at 5500 thats about 1100 bucks per run.
