I just bought a aluminum wheel disc for my front wheels and was wondering what was the best way to mount it. There are 3 small clips with it, do they get riveted on on what is the proper way?

Call Jon at Hayden wheels or might get him here if he does not chime in.

Mine were riveted over spokes. On the right side.

Mine was fastened in 3 places, equally spaced. An stainless steel strap about 1/4" wide, maybe 3/4" long and 1/16" thick went around a spoke and was riveted to the disc using 2 rivets. I took it off many years ago because I thought it looked better without. I think the staging beam heights are pretty stand now so you probably don't need it as far as function is concerned. I was at a car show once and a guy wanted to know why I only had a hubcap on one side!

We have wire wheels and used tie wraps to hold nylon disc in place

I sell wheel disks with alum straps for ataching around the spokes with either pop rivits or small bolt and nylock. We have raced without a staging disk of 10 years , but then again I built some 18" wire spoke wheels with 2.00x18 MC road race tires with a Akront rim that has a bit of a lip on the rim, so we never redlighted UNTIL we raced Phoenix for the 1'st time . Turns out they set their staging beams a little higher, enough so the JF cars with litle disks didn't redlite, but all the cars without staging disks did redlite, so since then we run a black light disk.
Good luck
