I like Hoosiers especially on outlaw tracks that are not as well prepped  but mine don't look like yours my tires get a grainy like sand paper and I do some thing that I'm told is wrong is to rotate them after ten runs 10.5 x 33w get two seasons

like rooman said 5"pitman and steering arm are good  I've run 6"-6" for more tire clearance 21" front wheels you don"t want a too fast of steering ratio because a slight input will make the car dart

why are you settling? is it because of cost, we all have budgets yes Chev's are the cheapest and easiest to get parts for and 600hp isn't that hard to achieve sometime it's best to put dreams aside  and finish the project.

simple answer is yes it can be built from mild steel ERW (cheap)the car will be heavier as the SFI spec is for thicker wall tubing
SFI book will answer a lot of questions

I don't know if this is right but I run a 22# cap to pressure the system  started this when ran gas and would always run hot just kept it when we changed to alky but got rid of the pump, rad, and fan nver had a problem

there isn't a big price differential between DOM mild steel and CM .  either will work as stated CM frame the resale value is better and easier to sell but needs more experience is needed to weld but the big thing is alignment and how far out you want the motor, a Greek Coupler is the best  but I used a trans yoke- U-joint diff yoke with no problems 406 sbc/ powerglide

retroboy is right things haven't changed much except for electronics and EFI which you don't need, you don't need trick parks keep it simple and start with a plan get parts that work together don't over build make strong and light and safe

enjoy yourself!
if the dana is not narrowed to the width you need, I would sell as it's worth good money and buy something lighter as you don't need all that beef

that's the way I would do it,because you don't have a  aftermarket bell housing (I don't think they are available).
good luck, Happy New Year
